Download Mongolian Cyrillic keyboard layout here.
Go to folder MacintoshHD/Library/KeyboardLayouts. Mongolian Cyrillic Keyboard Layout should be there. (if it’s not there, then do #3) Move it to MacintoshHD/Users/(pick yourself)/Library/KeyboardLayouts….
